In this role, you will be responsible for the development, management, and training regarding policies and processes relating to government compliance workflow, including risk assessment, from the initial bidding of jobs involving government-funded opportunities through the execution and closure of awarded contracts and projects. The purpose of this position is to ensure that all MO BA government contracting opportunities and awards are executed in full compliance with applicable government regulations, all awarded government-funded contracts and projects are executed compliantly, all required documentation is maintained for audit capability and readiness, and internal personnel are properly trained related to their areas of involvement in the government contracting and project performance processes in BA Function Legal & Integrity, Motion.This position reports toRegional General Counsel, MotionYour responsibilities

  • Coordinate, interface, facilitate, train, and provide guidance to contract/project staff and relevant function areas (Commercial and Business teams) regarding federal procurements (predominantly Commercial products and services), federal non-procurements (such as grants), and state/local government contracting processes, projects, procedures, and their application
  • Provide support to products and services teams to manage a diverse contracts administration workload comprised of federal/state/local agencies and higher tier contractors throughout the project cycle, from opportunity development and bidding through contract formation and project completion
  • Provide support for contract administration including change management and subcontract management, contract invoicing and contract close-out
  • Administer, or provide support to other business functions to administer, when applicable, government-imposed contract actions such as; negotiation of applicable prime contract clauses and flow-down clauses, domestic material preferences, prevailing wages and related labor laws, supplier eligibility, representations and certifications and flow-down terms, contract modifications, various reporting requirements such as Service Contracting Reporting, Small Business Subcontracting Plans, etc., special invoicing provisions (WAWF) and creation of contract documentation and files
  • Engage in contract and project reviews and effectively communicate issues and develop solution(s) to solve contractual challenges as relate to government contracting requirements and projects
  • Lead and evaluate current processes to identify areas for improvement and potential solutions
  • Ensure each government bid, contract, and project has the necessary documents in place for future audit readiness
  • Lead process improvement for development of a central repository for documentation
  • Develop process guide for Project Managers to follow for government bids, contracts, and projects
  • Develop SOPs for essential government clauses and requirements to ensure ABB is, and remains, compliantYour background
    • Bachelor's degree in business or related field and minimum 8 years of experience in administration of Time & Material and Firm Fixed Price efforts related to federal Commercial items contracting
    • Working knowledge of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFAR), and other governmental agency Supplemental and willingness to research and provide training/guidance as needed
    • Must have excellent MS Word and MS Excel skills, Working knowledge of federal government systems such as PIEE, WAWF, myInvoice, FFATA, eSRS, SAM
    • Able to work in a team environment, lead cross functional teams in developing / implementing government related processes, and support others
    • Experience supporting Industrial services or products and General knowledge of state and local government laws including statutes, codes, and ordinances
    • Working knowledge of commercial contracts, terms, and agreements with non-governmental entities
